Applications are invited from suitable candidates for appointment to the
following posts of Federal Project Management Unit (FPMU) under the
project titled “National Program for Improvement of Watercourses in
Pakistan, Phase-II” purely on contract basis in the Ministry of National
Food Security and Research (M/o NFS&R), initially for a period of
two years extendable on yearly basis further till the completion of the
project. The positions will be filled strictly on merit basis in a
transparent manner and in accordance with the guidelines provided in
Ministry of Finance OM No.F.4(9)R-14/2008 dated 19th July, 2017.

1. Deputy Director (Coord/MIS) – PPS-08
30 – 40 Years
Min 2nd Class M.Sc in Agri. Engg, 02 MS Project Management, MA Economics
07 years’ experience of working in the Public/Private sector development projects.
Capability to coordinate project activities with the provincial government and other stakeholders.
Excellent communication skills and good presentation.
Knowledge of IT tools to communicate with stakeholders.
Knowledge of rules & regulations of preparation, financing, procurement and implementation of public sector development project.
Capable of providing a wide range of services relating to monitoring and evaluation of the project to ensure efficient and effective use of available recourses. Preference will be given to candidate having experience of implementing public sector development projects.
Act as the Deputy Director (Coord), FPMU for the Project titled “NPIWC-Phase- II”
Overall Supervision of the Staff of the FPMU
Coordination with provincial stakeholders to ensure effective implementation of the project.
Facilitation to project consultant and monitoring evaluation Third party Validation (TPV) & Impact Evaluation Consultants.
Holding of meetings of FSC and annual, mid- year and quarterly meetings with the consultants. Any other duties assigned by the higher authorities.
382 2. Deputy Director (Admn. & Finance) (PPS-08)
30 - 40 Years • Min 2nd Class Master Finance
Management, MBA (Finance)/ ACA/ ACMA
Minimum 07 years’ experience of working in an organization dealing with AGPR for budgeting and accounting, financial disbursement, budget preparation, expenditure records.
Having computer skills for using M.S Office, data management and computerizing the accounting system of the project.
Experience of working with government organization will be preferred.
Asstt. Director (Coord) – PPS-07
Act as Deputy Director (Admn. & Finance) for FPMU of the project “NPIWC- Phase-II”
Assist NPsC through DPC in all administrative and financial matters of FPMU
Ensue timely transfer to federal share of project funds to the participating agencies in light of FSC decisions
Maintain project administrative and financial records, and work with internal and external auditors.
Prepare annual budgets and expenditure records.
Communicate with provincial components for the collection of expenditure, reconciled statements.
Process the cases for the purchase of consumable items, furniture/fixture and its maintenance.
To arrange repair and maintenance works 25 – 35 Years
Min 2nd Class MS Agri. Engg, Master
05 in Project Management (MPM), M.A Economics
03 Years’ experience in research and development.
Excellent communication skills and good presentation.
Knowledge of IT tools to manage large scale database.
Involved in social mobilization, coordination, report writing and record keeping.
Experience of working with government organization will be preferred.
Registration with PEC in case of Engineer
Act as an Assistant Director (Research) of the FPMU of the project “NPIWC- Phase-II”.
To carry out coordination activities in areas of watercourses lining/laser land leveler, Water Resources Management and farm mechanization sector with emphasis on irrigation water management, water conservation and farm mechanization
Any other relevant duties assigned by the superiors
4. Asstt. Director (MIS/IT) – PPS-07
Min 2nd Class Master Degree in 01 Information Technology/ Computer Sciences
03 years’ experience in managing of large-scale data base, development of computer-based office management tools.
Maintenance/Management of hardware and other IT equipment.
Knowledge of GPS development and management.
Computerization/ management of monitoring data, field reports and other documents.
Experience of working with government organization will be preferred
Act as Assistant Director (MIS/IT) for FPMU of the project “NPIWC Phase-II”.
Development/manage ment of database relating to project activities.
Management of monitoring data from the field and its compilation to facilitate report writing.
Maintenance of hardware/software of the office.
Training of staff and officers in use of database.
Assessment and development of reports to facilitate management of the project.
Maintain project related reports, baseline, mid-line and end-line database.
GPS development and management.
Liaison with projects wing of Planning Commission to provide all the project related information/data.
Act as a focal person for project management and evaluation software (PMES).
Develop database of all the staff/officers and its updation periodically.
Anny other assignment by the NPsC.
5. Asstt. Director (Admin) – PPS-07
• Min 2nd Class Master Degree in
Management Sciences/MBA (HR)
03 years’ experience of dealing with administrative matters in public/private sector.
Knowledge of government rules and regulations for the appointment of project staff.
Knowledge of PPRA rules.
Excellent communication skills and good presentation.
Knowledge of IT tools to electronically communicate and manage database (e-government)
Experience of working with government organization will be preferred.
Asstt. Director (Accounts) – PPS-07
Act as Assistant Director (Admn.) for FPMU of the project “NPIWC-Phase-II”.
Assist Dy Director in execution of administrative matters & meetings arrangements.
Process the cases for the purchase of consumable items, furniture/fixture and its maintenance.
To arrange repair and maintenance of transport and other works.
Any other assignment assigned by the higher authorities. 25 – 35 Years
Min 2nd Class Master Financial
01 Management/ MBA Finance CA/ACMA
Minimum 03 years’ experience of working in an organization dealing with AGPR for budgeting and accounting, financial disbursement, budget preparation, expenditure records.

Experience of working with government organization will be preferred
Act as Assistant Director (Accounts) for FPMU of the project “NPIWC- Phase-II”.
Preparation of financial requirements (quarterly) for each project entity.
Establish and maintain project records, control system, work with external auditors.
Prepare annual budgets and expenditure records.
Help NPsC/Dy. Dir. (A&F) in accounts matters.
Work with AGPR for the matters related to project expenditure, reconciliation and other such matters.
Assist in preparing and maintaining all financial records, scrutinizing the cost elements and computerizing the accounting system of the project.
Assist in the purchase of consumable items,
furniture/fixture and its maintenance.
Processing of utility bills for the approval of competent authority and follow up with the concerned offices.
Any other assignment assigned by the higher authorities.
Office Assistant – PPS-06
• Min 2nd Class B.A./B.Sc./ B.Com.
03 years’ experience in administrative and procurement matters Preference will be given to computer literates
Accountant – PPS-06
Act as Personal Assistant to NPsC
Maintenance of NPsC files/record.
Planning meeting, visits etc of NpsC
